sounds like a vacuum leak to me. Do you have power brakes? If so, check the booster (plug the line for testing purposes). Even though holleys require a bit of tuning, they usually run "good enough" to get you going, but they're not optimized. Also check the coil, I've seen them hooked up backwards and do the same thing...yes they will run hooked up backwards, just run like hammerdamnit.
