KN makes one that goes on top of the carb with or without a air filter housing to smooth out the flow of air into the carb opening. Carbs are air sensitive to air tuberlance. Just like removing the chock air housing.

Spacers are a "tuning" item. 4 hole ones give better throttle response, one hole gives better top end HP/TQ. but usually it takes a 2" one to really see any difference. Factory spacers are usually for a heater system using engine water or vacuum hookup for smog. Hood clearence can also be a problem with spacers. Weiand action or Edlebrock Pref are both good manifolds. 500 CFM is a good carb for 289/302s. A spacer will actually lower the CFM flow due to a air change in the flow path. KN air filter and carb flow adapter will make a big difference too.
