Mike; the heater is on the passenger's side, under the dash. It sounds like you have a leak in the heater core, that is giving you the frost on the windshield. To remove it, you need to remove the package tray, remove the clips that hold the cover on the core housing, and remove the hoses. Be sure to drain the cooling system, and replace the hoses, unless they are new or recently replaced. I have to do the same thing to mine, so I know what you are up against.
