Chances are that the sending unit has never been out of the tank. When you're almost empty. you need to pull the sending unit out and check it. Most likely, the "sock" at the end of the pickup tube has disintegrated. Ford still has them. You can also soak the unit and get the rust out of the tube (and anything else it sucked up). Over time, the sock filters seem to "dissolve" and with the normal suction, it pulls stuff into the pickup tube. If you have a compressor, you can also disconnet the line at the fuel pump and blow it out. You may also want to get the square cut sending unit gasket BEFORE you pull it out. Most of the time, they won't go back in, and it WILL leak if it doesn't seal right. You can also check the float for pin holes. Ford also sells these. Almost all of these old cars should be checked for this as a regular maintenance item. Can't hurt!!
