you have to drill out all the spot welds around the perimeter of the cowl. There must be at least 100 of them. Problem is not cutting into the bottom layer of metal. What I did was to grind my cowl off with a grinder cause it was damaged anyway. Then I cut the cowl out of a doner car along the top of the firewall, flipped it over, and ground off the bottom layer of metal. I have a complete rust free cowl assembly That I will sell for $200 but it's big, bulky & heavy. Shipping will be expensive. I can bring it to Ford Carlisle or the Roundup for free.
