Would a 22pd. cap help keep my car cooler? Electric fuel pump and fan and NO thermostat.

A higher pressure cap will only make a difference if the lower pressure cap can not prevent the water/coolant from boiling out. I would think that you would not need anything more than a 16-18lb cap. If that cannot contain it, I would think that there is something else wrong. If the car is keeping the water/coolant and still running hot, the radiator cap is not your problem.

It is my contention that you must have some sort of restricion in the cooling system to slow the water/coolant down so that it spends more time in the radiator thus allowing the radiator to do it's job. I would try a restrictor plate in the thermostat housing. Try a gutted thermostat.
