 Yes, I think notching would work, but it would also weaken it. Depending on your skills in fabrication of steel I think it would be best to cut that section free and simply weld in a reduced boxed section for that particular area. But in the end it might look a bit hacked up. If you don't plan to show the car nobody would ever care. Hope this helps.

Oh yea now I remember a post about the e brake cable problem.
I have a set of the Chassis Engineering ones that I plan to use
on a `70 I`ll put together in 2002 Do you think I could modify
them for cable clearance? (notch and weld )
