I am looking into getting a later 60's fuel tank and we decided to install a sump. I found sumps online for about $60 with fittings already attached. We also wanted to have baffles installed but then I ran across this thread online. The person cut out holes in the tank and installed the sump over the holes. Wouldn't that essentially do the job of a baffle?

That's pretty much the accepted way to do it, the holes act as a baffle to hold fuel in the sump on braking and cornering. I never found a sump that came close to fitting my ('69 stang) tank...

Do these old tanks have verticle baffles like new cars do? I dont remember seeing them when i looked inside of the tank.

no baffels on the old stuff.

that looks like a good way to use the tank as a baffle and have the sump function.

That's exactly how I did mine Mo. The sump itself is such a giant leap above using a siphon tube that it probably isn't necessary to worry about baffling, but it probably helps when the fuel gets low. I don't plan on letting my car ever get that low that I should have to worry about it, but I went with the large holes myself.
