It's the outer sleeve that the actual cable runs through. You'll need to keep the Maverick outer sleeve and then use the Crown Vic inner cable inside of it. It will be a hybrid of the two cables, per Frank's Tech Article: http://mmb.maverick.to/threads/stock-e-brake-system-for-rear-disc-brakes.96019/
The parking brake cables consist of an outer jacket and an inner cable. The inner cable attaches to the parking brake lever on one end and to the rear brake shoes on the other end. The outer cover, AKA conduit or sleeve, is what protects the inner cable and also gives a way to fastening the brake cable to the bottom of the car. Since drum brakes and disc brakes use different parts the original inner cable will not fit the disc brake components. To make things work like they were designed to work...use the disc brake inner cable with the Maverick outer cable jacket. Now the whole brake cable assembly will fit (and work). You may need to make and weld your own ball at the end of the disc brake inner cable where it attaches to the parking brake equalizer after you cut the cable the same length as the original Maverick cable. Be sure to notice that both left and right cables are different lengths (except for the ’70 models) and the length changed according on the year Maverick you’re working on. See http://www.dixiemaverick.com/tech/DMbrkrcyl.html and scroll to bottom of page to see the different length cables.
