The starter is not actually getting "stuck" to the flexplate. Something is causing it to stay engaged. There are three things that can usually cause it that I can think of right off the bat,
1: bad solenoid-very cheap and easy to replace-I would start there
2: bad ignition switch-mounts on top of column(not the key cylinder)
3: a low battery can also cause this. If you know for a fact the battery is good and has a full charge I would look at the other two things. Good luck and let us know what you find.

There is a small plate that goes around the starter. Unsure on the trans. I just fill mine up with type F till it reads full when hot.

    what are you talking about?
What Ford uses ATF in the starter and how would you keep it in the bellhousing?
