The most common reasons for gas gauge failures is bad grounding or other wiring problems at the tank unit. Now, the Maverick gauge packages have had problems after age with the grid in the back of the cluster. I'd check the wiring at the tank unit first before I start tearing the cluster out. I cannot remember if the gauge is fused at the block or not, but it wouldn't hurt first to check for blown fuses. All the systems are fused together on less fuses than present generation cars. My Cherokee has more fuses than you could imagine.
