The carb on the '72 Grabber was a POS worn out old Motorcraft 2 bbl. I hate those carbs to begin with, much less an old worn out leaky one. My uncle needed a carb for an old '79 Bronco he was working on, so I gave it to him.

My grandpa has an old 66 passenger '63 Ford school bus, with a 292 Y Block and manual trans. It had this 2 bbl Holley carb on it, which basically looks like a 4bbl Holley cut in half (even still had the old oil bath air cleaner on it!). I love Holley carbs, have had really good luck working on and using them so far. So I want to use this carb on the '72 Grabber. I've already checked and it fits fine. The carb is dirty as hell, nothing a little cleaning won't take care of. Does anyone know what model this carb is, or where to look to find the model number? Granted, I haven't gotten much into cleaning it yet, but all I have found so far is a tag with the Ford part number C3TE E A 3FC. I need to know some sort of number so I can go about getting a rebuild kit for it, preferably a quality kit from Holley if they still support this carb. Upon disassembly, the carb appears to be in good condition except for the rubber gaskets being dry rotted and shrunk up. I'm guessing it has been rebuilt once already because it has a plastic float. Seems a carb this old would have had a brass or copper float originally. The throttle shaft doesn't have any play and it looks pretty good inside, so it seems to me it would be a good one to rebuild.

Don't waste your time with that. It's an FT truck style 2 bbl with a mechanical governor. If you want a Holley 2 bbl, you can find good, little used 350 and 500 cfm Holleys on Ebay all the time for less than $100.

This is going on a car that might be driven approximately 300 miles a year over the next several years while it is being restored. And those will just be easy cruising down the highway around 55 mph miles. It will get a new engine at some point those several years, which will undoubtedly have a 4 bbl on it. I'd kind of rather just put a $15 kit in this carb and run it instead of buying another carb. It dosen't have to be a hotrod, I'd just like it to run decent so my brother can take it around to some of the GA mini meets.

Where is this governor, and how does it function?

The governor, if it has one is built into the carb. It would be a "velocity governor" that uses the air flow against the throttle plates that use two springs to keep the throttle open when the linkage allows it. One spring is the pressure spring and it might be adjustable for the RPM setting and the other spring (usually smaller) is the fine adjustment for the removal of "hunting" or surging of the governor. There is almost always an adjustment on the smaller spring. It will have to be set on a chassis dyno or on the road. You can get it close with a "free revving" engine but it needs to be under a load to make the final adjustments.
The Holley kit may not be available but you can give them a shout and see.

Check the air horn for a list #. Not all Holleys have them tho... I have a couple of books to look in if you find one.
That float looks origional to me. Those are the type that some say will soak fuel after so long and will be inacurate. I did find one like that and it had problems till I replaced it. Customer had declined the new float and decided to listen to my advise when the truck died in a cow pasture. That was a day to remember for me cause I agreed to help him load the truck onto a flat bed while he pushed me up the ramps with a tractor, it was scary.

Found the number 6R-2074 on the air horn. It appears it does have the governor, I can hold the throttle in one place and move the throttle plates, they are obviously attached to a spring of some sort. I've searched around on Google and on Holley's site, and can't seem to find much about it. I'm going to go down Advance Auto tomorrow and see if they can get a rebuild kit for it. If not, then I guess I'll start searching around for a used 4 bbl intake and carb.

Holley OEM carbs have list numbers that may not be listed on their web site or any of the published lists.
The Ford number that was on the tag, the year, make and model is all you need to get a kit at the Holley parts store.
