check the needle and make sure it isnt cocked or jamed up and staying off the seat.

the needles fine I checked it dry by blowing air threw it and flipping it upside down to see if it stops the it does cut of the flow.

you shouldnt flip an assembled carb upside down...it can cause the needle to jam up and not seat. Are you running a regular mechanicle pump or have you gone electric.
Is the needle and seat new??? is there a burr/nick on the seat which will prevent the needle from sealing correctly??? gotta look close. If you are running an electric pump do you have a regulator in the system???

running stock mechanical fuel pump. Holley itself says to flip the carb upside down and set the float parralel to the fuel bowl. when i do this no air flows threw the needle cuz its closed simulating that the bowl is full when its upside down as i turn it over air starts to flow. I am thinking it a fuel pressure problem though. the carb has been recently rebuilt!

I cant help but think that a component has been left out causing fuel to flow through the carb when it shouldnt. If the float is set properly and the needle/seat are good.Fuel is getting past the jet or the accelerator pump. The carb should be able to cope with the stock pump pressure.does this carb have a holley style power valve in it??? Its been a long time since I dealt with a single barrel holley carb.If it does you may have the wrong gasket on the PV and fuel is getting past it...
