Ok, explain to me how the rockwell # has changed due to a surface finish.
Explain to me how the carbon/iron structure has changed to make the metal stronger. Any polished metal part is less prone to fracturing than the same piece before polishing. Has it been heat treated? is the tensile strength increased? Compressive strength increased? Is the part less likely to bend because of the new finish?
I repeat - just for you, the mechanical engineer, the metal is unchanged. The metal is not stronger.
The part may be less prone to fractures but the metal is not stronger.
