That is the seatbelt bypass button. Usually they are not functioning on
these cars. I believe they were only installed in '74 and '75 vehicles.
When functioning the anti-start mechanism would prevent the vehicle
from starting unless there was someone in the drivers seat belted in.
When pressing this button the vehicle could be started without one
    belted in.

I bypassed mine using instructions from a Chilton's repair manual.
I will try and get that and post it. You should be able to pull wires
out fo the bottom of that button box and connect them. The vehicle
should start. I believe there is a box under the dash that also is part
of this system. It mounted just below the radio under the dash. I
left that out of mine. I think that it is part of that system. If not, I
am not sure what it controls. My car runs fine without it.

    I've had a few
Our 74' Grabber has that also. Terry and Earl seemed to agree in the Waffle House parking lot thats is to by pass the seatbelts.

If you just unplug the wires under the seats that go to the seat belts, it also bypasses that.

I was wondering what that yellow plastic box with all the wires going to it was for. :hmmm: My dad said his Comet didn't have one, so I just put it back in. I think I'm going to go unplug it and see what happens...

Hey, anybody else wondering why the shock tower area of that picture has been (poorly) photoshopped/doctored? What are you trying to hide?

Littleredtoy, I would like to see the bypass instructions. I take everything out and throw away whatever is not NEEDED under the hood. It is tight enough under there with just the engine and shock towers!
