Rickyracer: It's a '76 does it have a locking device? Can you explain how to remove the lockup?

I think I know what you are talking about, just need a bit more clarification. I have the wheel off, turn signal hardware and wiring out of the way. I need to pull of the snap ring and spacer and pull out the shaft. What all need to be removed and how do I disable the locking device? Thanks! Mike
