YOu can get grooved serp pulleys for WP off of 5.0l crown vics 86-87 for sure maybe other years as well
The water pump pully is smooth. I havent had any problems running it like this. When I first put it together, I used 4 larger nuts as spacers. It worked like a champ and had no problems. I was talking to a member online here who worked at Maysville Machine Shop. I sent him the pullyes and specs and he machined me a spacer. I cant remember who he was other than the machine shop name. Hopefully he will respond. I tried searching the archives but had no luck. It was sometime in November of 2002 when I had this done. To get the proper size belt, I just used a piece of 3/4" masking tape and wrapped it around the pullies and marked it to get the length. Then just go to any auto store and get their book on the belts. There is usually a section that has all the belts broken down by specs. I just bought the one that I thought would be correct along with 1 size bigger and 1 size smaller. I believed the biggest one worked perfect. Then just took the other 2 back.
