on Edelbrock carbs, the secondaries are mechanically operated, yet there is a vacuum valve above the butterflies that only opens with airflow. Have a buddy sit in the driver seat and mash the loud pedal, engine off. Look down the throat of the carb, you will see the vacuum valve in the secondaries, you can push it open with your fingers (will not harm the carb), and then you will see the secondaries. Holleys are a totally different beast...the secondaries WILL NOT open unless the engine is under load. Another way to check it is have your buddy step on the gas, again engine off, and check to see if you can push the linkage further. If it goes further, it's not going all the way, if not, it's either bound up or it's wide open. hope this helps
